The Heart of Texas Behavioral Health Network is recruiting for a Chief Financial Officer (CFO). The CFO is responsible for overseeing the finance and budget activities of the Center in a manner that maximizes the efficient use of financial resources and minimize risks to operations. This position provides subject matter expertise in all financial areas to include contractual financial reporting obligations, cost reporting obligations, standard financial statement preparation, public funds investment act compliance, and third-party billing analysis. The CFO is responsible for creation and control of the Center and individual project budgets. This position establishes an internal control structure to ensure compliant and effective tracking of revenues and expenses to comply with all manners of financial reporting. The Center has an operating budget of approximately 52 million dollars. Key Responsibilities include, but not limited to the following: Oversee the financial management functions of the Center to ensure budgeting, accounting, billing, and reporting are adequate to comply with requirements of all funding agencies and maximize financial resources. Oversee the preparation of grant, cost, audit, and contractual reports and schedules in compliance with Center regulations and responsibilities. Oversee preparation of the Center's annual budget and present to the CEO, Program Directors, Board Finance Committee, and the Board of Trustees. Oversee analysis and reporting of Center third party billing operations to report any negative trends in revenues to the CEO and at scheduled management meetings. Oversee the Organizational, Divisional, and Program budgets to create comparative reports delivered at scheduled management meeting for program and department leadership to provide a comprehensive understanding and management of the Center's financial position. Oversee the preparation of all account balances, work-papers, and schedules required for the annual independent single audit. Ensure Center's tax and information reports are prepared and submitted timely including internally generated 1099's, 1094-C, 1095-C, and 990 tax return and the externally generated 941's, Unemployment Tax reports, and W-2's. Oversee the financial accounting policies and procedures to include creation of new proposed policies, update of policies as necessary to maintain consists with current operations or respond to new obligations and processes, and to retire obsolete policies. Oversee monitoring of the Center's daily cash flow and investment performance to ensure adequate funding for payment obligations and maximize investment income. Manage external relationships with auditors, financial institutions, and vendors. Develop and implement internal financial controls and procedures. Ensure compliance with applicable laws and regulations. KNOWLEDGE, SKILLS, ABILITIES AND COMPETENCIES: Working knowledge of governmental accounting standards. Extensive computer skills to include use of Outlook, Excel, Word, Power Point, Publishing applications, HR/Payroll software solution, and the electronic medical record (EMR) software solution. Verbal, nonverbal and written communication for effective communication with all manners of stakeholders. Project management skills to conceive an objective, formulate a formal plan of execution, delegate tasks to subordinates and co-workers, timely completion of individual responsibilities, to lead to final completion. Initiative to increase overall productivity and independently solve issues. Understanding of legal and regulatory requirements. Ability to work under pressure and meet deadlines. Knowledge of HIPAA and ability to protect confidentiality. Effective multi-tasking skills. Good organizational skills. Welcoming, positive behavior.
